why is find my iphone unable to work without cloud?

i have an iphone and a windows computer. so when i go to https://www.icloud.com and try to find my iphone it says it is offline (what it isn't of course).

does this mean, someone just inactivates icloud and find-my-iphone is unable to do the job?
