can face time on iPad air from saudi work in another country

I bought an iPad Air from the Virgin Mega Store in Saudi Arabia, Dhahran Mall. Unaware Face Time was not installed due to country regulations. I returned the product for a refund and after explaining the situation, I was neglected the refund, I was even willing to receive less than the amount paid for, that did not happen either. At the end of the day, I’m now stuck with an iPad Air without the use of Face time when I go home. I thought being an authorized dealer or as advertised as an Apple iStore for Apple, there would be the 14 day refund policy ??? Does anyone have any suggestions on this matter ??
