I have an Iphone 4S using IOS 6 (6.1.3) operating system. I am in the process of unlocking this phone (Via AT&T). I just want to confirm that I will be able to keep the current operating system and not be forced into upgrading to IOS 7 which I very much dislike.

iPhone 4S, iOS 6.1.3

Maybe.
Though you will have to update to iOS 7 at some point.
