Photos from photostream not saving to computer

The photos in my photostream have not been saving to my photostream on my computer. I've checked all the FAQ and troubleshooting on the site and on the web and I'm coming up empty handed. My photostream is on and everything is as it should be for my photos to be automatically downloaded to my computer, but they haven't been.

Also, photos I drop in the Upload folder on my computer either take forever to upload to the photostream on my phone or they don't upload at all.

I've been having this problem since the beginning of October and I'm wondering what exactly is going on.
