What does restore from backup do and backup and restore as new device mean?

There is a issue on my iPod 4g 16gb and Apple said backing up and restore as a new device will help fix the problem. I am not getting a new device or anything, I'm using this iPod. I know how to do a backup, but what does restore from back up mean? Does it delete anything? Will apps be included in the backup? Also, I don't know what backup and restore as a new device means. Sorry for all the questions but I've got apps, photos, messages, and all that are important to me and I want to make sure restoring or something doesn't delete stuff. I will be using iTunes by the way, no iCloud.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

Downloading past purchases from the App Store, iBookstore, and iTunes Store
