Q: Control centre issues

I have a problem with my 4S (iOS7). No icons for AirPlay or AirDrop in the control panel. I've looked in the phone menus, the AppleTV menus, restarted the phone, reset the phone... Nothing that I've tried worked. I'm thinking that it's because I haven't got money topped up on my SIM card but that shouldn't be the problem because it should be there anyways.So what do Really do to bring it up
