I have ios7 on iPhone 4S. iCloud set up. Trying to log into iCloud.com on safari but keep getting sent to apple.com page to 'setup iCloud'. should i be able to log into iCloud.com from the phone?

You cannot access www.icloud.com from a iOS device or any other mobile device. If you want to access iCloud on your iPhone, then just set it up in "Settings > iCloud" and then use the pre-installed apps to use the iCloud services like Mail, Contacts, Calendars, Reminders and so on. (FYI: Your iCloud data would be automatically synced with the integrated apps.)
thanks. I was wanting to add contact groups, which can be done through icloud.com. Clearly, though, this can not be done on the actual mobile device, which would seem somewhat counter intuitive.
