Try doing a network reset.

Settings>General>Reset>Reset Network Settings.

Similar problem - no apps could access data thru cellular network. Tried tips from link above (a great link with great list of things to try!!!!). Didn't clear things up until called Carrier and they reset the entire connection (phone, data, etc). That worked like a champ!!! All's well now. Happy New Year everyone!!!
