My iPhone 4S will not make calls, send text messages, use apps, or restart.

As the title says, my phone wont do any of it. When I try to view the Messages app it turns white and then returns to the home screen, same with the call app and safari. When I try to restart my phone it stays on the home screen and does not turn black or show the opition to turn off. HELP!!
