want to transfer/ sync my itunes library from computer to the current i pad , old itunes is on an old account and the ipad is on a new account

itunes library from computer is on an old account.

want to transfer to an IPAD.

Ipad has a new account.

don't know how to make both itunes library account and IPAD account same so I can sync my Itunes library to the current Ipad using the USB connector only.

can a step by step instructions that will be easily followed by a layperson be done / computer without going to the apple store.
