Using PC and Macbook Pro music

I have a PC that has my library stored on it. Recently bought a Macbook pro for personal use. I used itunes match to download all the music. When I try to sync my iphone or ipad, some of the non-purchased music isn't on that device. I am currently trying to restore my phone to see if this helps.
