When I scroll to the bottom of the pages view in safari on the iphone 5 I don't get the iCloud tabs showing. I've tried resetting the phone and ipad and have even tried a full restore and went through the trouble shooting section on the iCloud section. Private brousing is off and iCloud accounts are the same on both ipad and iphone. Help?

Also, make sure Safari is enabled in the iCloud settings:
Settings > iCloud
If it is, try disabling in on both devices, wait a few seconds then re-enable it on both devices again.
It's switched on for both devices. I tried disabling and enabling again and even tried a soft reset between disabling and enabling but all with no success. I'm really stumped with this one.
I have the exact same problem. Icloud tabs show from iphone 5 to ipad 2 but not the other way around. Private browsing is off (on both), Safari is enabled on icloud on both, tried reset all the way through to restore, nothing has changed.
Are you guys also missing the iCloud tabs bookmark folder? I am missing it on both my iPhone 5 and iPad Air. I have tried disabling syncing on both, did hard resets, quit safari and basically all I could think of. No matter what I try I can't get tabs to sync between the 2.

I hope Apple adds the ability to sync tabs when in private mode between devices too. Maybe by then I'll figure out how to sync my tabs between my iPhone and iPad.
On the iPhone 5 and ipad air I don't believe there should be an icloud tabs folder. On the iPad it's just the cloud tab at the top right and with the iPhone 5 the tabs should be listed below the web page tabs in safari if you scroll down. In my case my ipad air seems to have all the functionality working but on the iPhone I cannot scroll down to see the tabs which makes me think the issue is with the phone. I have honestly gave up trying to fix this as I have run out of ideas. Gonna wait for the next apple ios7 update and hope it fixes the issue!!!
Still isn't working in 7.1. I guess I will never be able to use iCloud tabs.

What problem are you having with iCloud tabs?
I am pretty sure the problem is iCloud tabs sync between iOS & OS X not iOS & iOS.
I can see iCloud tabs from my iPad on my iPhone and vice versa, as well as from my Mac.
I can't get iCloud Tabs to work on my iPad Air or iPhone 5. I have tried everything I can think of to get it to work or show up,but nothing has worked. I click the cloud icon on my iPad from Safari and it says no iCloud tabs and nothing is show on my iPhone.

Have you been through all of the troubleshooting steps in this article: http://support.apple.com/kb/HT5372? It's quite comprehensive and covers all the bases. Try going through these again without skipping any.
Also, it's sometimes difficult to tell if you have private browsing turned on. If it doubt, toggle private browsing on, then off again.
Yes, maybe I'm just lucky. I've always seen them on my devices.
