Q: Why won't iPhone pair or act as hotspot?

I am trying to get my iPhone 5 to either pair over Bluetooth or act as a hotspot for my computer. It will do neither. I have had this problem with iOS 7 but not with previous iOS versions (don't get me started on the number of problems I am having with iOS 7).

 

Usually when I plug in the phone, it automatically makes itself a hotspot (I have personal hotspot turned on). Now it does nothing.

 

So I tried connecting via Bluetooth. I open Bluetooth in the sys prefs on my computer and on sys settings on my iPhone. My iPhone appears in he pairing window with a '"pair" button beside it, which I click.  I get a message on the computer on my computer saying make sure the code on my iPhone matches what is on e computer, and it does.  I get a message on my iPhone saying here is the connection code and it is correct. So I press ok on my iPhone and they try to pair. My computer shows up on my iPhone as "not connected" and my iPhone shows up on my computer as "not connected". I click on the computer device in my iPhone Bluetooth window and get a message saying the connection failed, my make is not supported and a button saying "forget this device". On my computer, it says "iPhone not connected".

 

Pairing and hotspotting have always been two simple procedures on my iPhone. Now I can't get either to work as of iOS 7. Why?
