I need a internet on my phone

Hello, i cant find the cellular data network settings menu that appeared in iOS6 like this "http://support.apple.com/kb/HT2283" on iOS7. I need to edit the APN so my iphone can connect to the network but i cant find that menu, please help me!

iPhone 4S, iOS 7 and my personal hotspot.. Pls help me
