Q: Appstore: "Your Purchase Could Not Be Completed"

Tried to purchase an app on the Appstore and get the following message: "Your Purchase Could Not Be Completed" 

 

Redeemed iTunes card. Changed credit card associated with account.  Change password.  Rebooted router.  Still nothing.  And please don't post a link for Support.  Every repsponse to a question has one.  Looking for solutions, possible or otherwise.

iPad 2, Not sure iOS version, Not 7 or new

    1. Make sure iPad is using the latest software

     

    2. Settings>General>Date and Time>Set Automatically>On

     

    3. Make sure Time Zone is correct

     

    4. Reset iPad. Hold the Sleep and Home button down until you see the Apple Logo.
