If it came from the Middle East, it is banned by law in several countries there and has been permanently disabled on phones sold in those countries.
Where did you buy the phone? Go to settings - general - about - model - do you see AE in it.
If you do then you can't and won't be able to use facetime as you bought a phone in a country where facetime is banned.
And, if you do not see an AE in your model number, check in Settings>General>Restrictions and see if restrictions are on for Facetime.

Go back and read razmee209's post. Facetime is permanently disabled on the phone and you will never be able to change that.
Now What shall I do???
If you insist on having Facetime, you need to sell that phone and purchase one from somewhere that allows Facetime.
