How do you turn off wifi...?
This sounds stupid but my iphone 5s does not let me turn off wifi under settings. I click the toggle and it turns off for a second before jumping back on. What is this bull?
iPhone 5s, iOS 7.0.4
Swipe upwards from the bottom of the screen to bring up Control Center. Turn wifi off there. If it is not turning off, is it possible that you have it set for wifi sync, wifi backup to iCloud, etc.?
