If your account is authorised (via the Store > Authorise This Computer menu option) on the computer's iTunes that they are syncing their iPads to then they should be able to sync them to their iPads.
If you haven't got those apps on that computer then you should be to copy them over e.g. copying them onto a flashdrive and then doing File > Add To Library to add them to that computer's iTunes. By default your apps should be stored on a computer in a Mobile Applications folder somewhere under :
- Mac OS X: /Users/username/Music
- Windows XP: \Documents and Settings\username\My Documents\My Music\
- Windows Vista: \Users\username\Music\iTunes
- Windows 7 and Windows 8: \Users\username\My Music\iTunes
