Have to repurchase imovie again?

Tried to re-download imovie, but it's showing the price I already paid for it. I'm running ios6. I shouldn't be forced to upgrade to IOS7 (which is the case if I want to download apps that were forced to comply with new ios 7 demands) I paid for it, at least let me download the version I paid for.
