Having trouble getting iTunes apps arrangement onto iPhone

I re-arranged all my apps and the home pages in iTunes 11. However, when I synched with my iPhone 4 with IOS 7.0.2, not only did the changes not transfer to my phone, the original setup on my phone overwrote the changes I had made in iTunes. How do I get iTunes to overwrite the apps and home pages arrangement on my phone?
