I am travelling to Euro and get an SIM locally, since my from is from china, original card is able to use, but this new card, after go through all steps, still shows me not active. I have another experience travel to Sri Lanka, SIM had been active. Y&how?

I've contact germany SIM company, card is all right. But MSG & cellular data cannot being recognised?
If iPhone is lock, can you help on unlock?
