Q: After I finish this process on my ipad mini , it doesn't do anything besides go to this website on the support page , and I still can't download any apps . Please help.???

I have typed in the requirements and my new Apple ID many many times (over 10 times) and it still will not let me download any apps , it always says "page timed out" or tells me to visit the apple support website. Please help.
