how can I change region when I still have balance of USD0.07 in my current region.

I have recently moved out to Singapore from Canada.

When I tried to change my Apple ID created in canada to Singapore, was told that I still have balance of USD0.07 in my canada acounts therefore unable to change it.

I do not need this balance and want to know how I could change my ID to Singapore.
