Try a different cable
Try to charge using the power adapter/charger that came with the device
Try to clean out the 30-pin/Lightning port on the device using a clean toothbrush (or similar) & blow it out. There may be dust/lint preventing proper electrical connection. The older 30-pin port is much more prone to dust & lint getting inside and it's internal conductors are very small. Clean the port out thoroughly and also the 30-pin connector on the cable.

Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

I don't have the original charger as it snapped. although it has actually started charging again as I let it die out and then rebooted it, thanks Tom, and I'm going to let it go on to 100%.
question about the toothbrush, will I use it just on the outside or try and get it in a little bit more?

As I mentioned in my post above, clean the *inside of the port*. Dust/lint can get stuck inside making a bad connection. Use a flashlight & magnifier to inspect the port to be sure it's free any dust/lint.

If you meant will the charger charge the iPad if the *charger* is turned off or not plugged in, then of course, it will no longer change.
Maybe I'm just misunderstanding...
If the charger is on and it's verified charging the device, then leave the charger on to charge the device.
If the charger is on and it's verified charging the device, then you turn off the charger, then turn it back on, yes, it should be charging the device again on when the charger is turned back on. If it stops charging after power-cycling the charger, then there's an issue somewhere.
If the charger is 5 watts or for an iPhone, you WILL have charging issues.
You need at least the 10 watt charger. Apple not only sells the 12 watt charger so this will be fine as well.
Again, if the charger is not adequate (does not provide the proper charging current) for the device, charging will be slow or sporadic.Third-party or "knock-offs" chargers can also be problematic.
Purchase a genuine Apple charger that is qualified for your device. You can go into an Apple Store and they will help you find the proper charger which will be this one:

I bought the cable from the Apple Store, and still I'm having this problem. the only way I've found that it will charge is when it dies out and then you leave it alone for hours!
