Why isn't Mavericks inputting Emoji and Dictation?

Hello all! I've been experiencing some weird issues with my MBP w/ Retina 15", so I preformed a clean install of mavericks and am slowly moving files over from a hard drive I have.

However, two issues have arisen since I've done the clean install. First, inputting emoji with the CMD-Option-Space shortcut brings up the Emoji window, but clicking on the emoji does not input. It just shows that I've clicked, and stays up. It worked fine before the clean install.

Second, the Dictation does not work at all. I attempted to first use the "online" dictation, and upon pressing Fn (x2) the only response is the low-pitched ding, which I believe to be the "end dictation" sound. Nothing pops up. I then downloaded the Enhanced Dictation package, let it install, restarted my mac and recieve the same result.

Are these two issues related? And any suggestions?
