PDFs won't sync across IOS or Mavericks devices.

I have tried turning on Syncing from iTunes and I can't find anything in iBooks to force a sync. I have PDFs on my I pad that I can't get to iBooks on my iPhone. None of the PDFs from the mobile devices sync with my iMac. I tried with the devices cabled up and over WiFi.

Basically nothing will sync between devices.
