Your iPad is not a cellular telephone. The cellular connection is a data-only connection.
You can use a third-party app like Skype to make phone calls.
Or you can make a Facetime (voice & video( call.

I don´t undestand why the model is call wifi - cell, it should call only wifi and 3g.
I´ll use skype and facetime to make phone calls.
