Rogers iPhone can't see wifi networks?
Is there some lock on Rogers ios devices with wifi connectability? Tried all solutions-airplane mode, resets to no avail,

Update your iPhone's iOS using iTunes on your computer. You're showing that you have an iPhone 3G with iOS 3.1. Update it to 4.2.1 and try again.
That's step # 9 of iOS: Troubleshooting Wi-Fi networks and connections, so you haven't tried all the steps listed yet.
Mostlikely you will have a hardware issue. The wifi antenna might be broken. You will have to take it to a local Apple Store, or to your local Reapair Shop. Good luck

BEFORE he does that, he needs to follow all the steps listed in the article. Based on his post, he has not yet done so.
Forgot to mention that was the first thing I did-connect to iTunes and update-after finding numerous posts about 4.1 disabling wifi I rolled back to 3.1 and kicked out of recovery. Still no wifi-it seems to look for about one second then stops.

iOS updates do not disable wi-fi. Anyone that has posted that an iOS update/upgrade disabled their wi-fi is mistaken, and confusing a coincidentally occurance with a causality.
There is nothing in the code of the iOS that will cause a negative issue with your wi-fi. In fact, updating to the newest iOS is a common troubleshooting step for many, many issues.
If it is a hardware issue, then nothing about the iOS will affect it, period. If it is a software issue, then restoring the device as new (including updating to the newest iOS) will resolve it. Either way, it will either get fixed, or you'll know that it IS a hardware issue.
