Touch screen does not work on lock screen on 4s.

My touchscreen does not work properly on the lock screen on my 4s. Sometimes after i restart the phone by holing the sleep button and the home button it works, but not always. I can also get it to unlock if I hit the sleep/wake button several times (sometimes it takes 10-15 tries.) After I get it to unlock the touch screen works fine.
