New iPad Mini: Why did I have to pay Numbers?

I bought my iPad Mini a few weeks ago and really had to get the Numbers app. Shouldn't this be free for newly purchased Apple devices, such as my new iPad Mini? Why did I have to pay for it, instead of getting it free? Does anyone know if and how can I get a refund?
