Can anyone help me with my issue that I'm having with Cloud?

I'm having an issue with Cloud passing my I Phone 5 and I Pad 3 pics to my desktop PC. It works fine passing my pictures to my I Pad 3, or visa versa, but for some reason it has stopped streaming to my PC. I have photo stream turned on Cloud and don't know what else to do. I had to upload my I Phone pictures to my desk top manually. So if anyone has an idea what is wrong, please let me know.
