New playlists, amazon purchases, CD songs, etc... all don't get sync'd. The songs that won't play have the red stop in a circle sign on my phone. I tried restarting comp, phone, restoring from backup, but nothing worked.

It won't play because iTunes doesn't know where the music file is located.
you should get that message when you click play, and then it will give you the option to locate that music on your computer.
My bad, I forgot to clarify that all these songs play in my iTunes and on my computer. There is no location of the file pop up problem. The sync doesn't have any pop-ups indicating a problem either, it just doesn't happen with no explanation.
With your iPhone connect & selected in iTunes Sidebar (iTunes > View > Show Sidebar), in Music tab, de-select all the music and click the Apply button. When finished, do the same but this time with the music you want selected.
Okay, so I did as you said, and tried to remove all music from my iphone, and nothing changed on the phone. The unplayable music and playlists all still show up and the purchased music is still playable and on the phone despite removing it all.
I just now told it to not sync any music at all (unchecked the larger sync music tab) and for some reason it repeatedly re-checked itself. After 7 or so attempts I got it to only put on 10 songs (idk why any or even why these particular are on) but now I'm going to try re-adding songs back on.

Note: You should do iTunes menu File > Library > Organise Library... > Consolidate Files.
That will re-index the iTunes library and copy all the music into iTunes foders.
