I created a backup file in iTunes, then I updated my iPhone 4s to ios 7 on a Windows 8 computer while connected to the iTunes software. Now the iPhone is stuck on an iTunes/USB image and iTunes does not recognize that the phone is connected so I can't restore the backup file. What do I do?

If the device doesn't appear in iTunes, try using the Steps in this article to force the device into Recovery Mode.
Make sure you have the Latest Version of iTunes (v11) Installed on your computer

You may need to try this More than Once... Be sure to Follow ALL the Steps...
Once you have Recovered your Device...
Re-Sync your Content or Restore from the most Recent Backup...
