iMac not sleeping using energy saver settings in safe mode/all users

I have an iMac 11,2 running 10.6.8. The computer sleeps normally when directly prompted. However, when it is set through the Energy Saver preferences, the display will sleep, but the computer will remain awake. After creating a new user and also restarting in safe mode, I've determined that the problem remains across all users and in safe mode. Steps that haven't worked:

- Resetting PRAM and SMC

- Disabling sharing and wake for network access

- Repairing disk permissions

- Nothing stuck in printer queue

- No login items selected in accounts

In case they are relevant:

- When I try to change the energy settings, I'm getting the console message that system preference "couldn't find any matches"
