If I understand your question .... you have a new iPod nano and you want to create a fresh new Apple ID and a new iTunes Library to sync it to? What type of computer do you have?

If you don't want to sync your iPod nano to an existing iTunes library, then you could create a new User account on your computer. That would give you a fresh empty iTunes library that you can add music to and sync to your iPod nano.
