If I want to IM someone abroad, how can I be sure that he gets my IM. Does he have to enable his apple ID or can I IM to his mobile phone

If I want to IM someone abroad, how can I be sure that he gets my IM without charges to me. Does he have to enable his apple ID or can I IM to his mobile phone? I understand that for free IM the bubble from my device should be blue. What should the bubble color be in his device?

iPhone 5c, iOS 7.0.4
