Dec 28, 2013 12:54 PM in response to Heavenv22by TJBUSMC1973,If they have the Find My iPhone function enabled on their device in Settings > iCloud, simply download the Find My iPhone app from the App Store to your iPhone, input their Apple ID & Password when the App opens, and locate the device.
Or, they can use www.icloud.com, sign in with Apple ID & Password, and use the Find My iPhone feature on that website.

If your friend turns this off, you will not be able to locate him.

Okay, that's a different situation. Rojmer's advice only works if you have the device in hand, and also know the Apple ID & Password.
In this case, you still need to use Find My iPhone, but you need to reset the password for the Apple ID, since the password has been forgotten.
How to reset your Apple ID password.
Go to iforgot.apple.com and type in your Apple ID, then click 'Next'.
Verify your date of birth, then click 'Next'.
You'll be able to choose one of two methods to reset your password, either E-Mail Authentication or Answer Security Questions.
If neither method works, then go to https://getsupport.apple.com
(If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services')
Choose 'More Products & Services', then 'Apple ID'.
A new page will open.
Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
Click the blue 'Continue' button.
Select the contact option that suits your needs best.
Also, have you tried calling his phone, and listening for the ring/buzz?
