My App Store won't stay turned off in my cellular data, why? I want it to stay off.

iPhone 4S, iOS 7.0.4

Can you explain further? The question doesn't make sense. Your App Store is not "turned on or off" in your cellular data.

In my settings, cellular, scroll down to turn cellular data on or off for individual apps. I want the App Store off and only use when I'm on wifi. I turn it off but it turns back on automatically when I exit out. I want it off.
