2nd generation nano is not syncing or charging when connected.

I recently got a new laptop for college. So I transferred over everything. I downloaded itunes and shared the old files from my old itunes. However, whenever I plug my nano in, it does not charge or sync new songs. Itunes registers the device but will not properly sync or charge it. I have windows 8 and am using an hp.
