It sounds to me like you followed all the troubleshooting steps in here:

Just in case you haven't, run through all of those steps first. If none of them work, then the last step to contact Apple support would be the best option. If you need your IMEI number, on the iPhone 4 remove the SIM tray and IMEI will be printed on the SIM tray as shown below.

I did as you suggested and after much consultation and frustration I realised that I needed a sim. Once I replaced the sim - everything worked again.
