Q: Is it possible to only restore particular files from backup?

I have upgraded from a 32gig iPhone 4 to a 16gig iPhone 5c, is it possible to select things I want restored from backup?

No. You will need to create a new backup from the older iPhone that has less than 16 GB (actually, I recommend trimming it down to less than 10 GB to be safe), and then restore the backup to the new device with the lower capacity.
