I install truecaller and enable access to contacts.
Still, cannot se banners of outgoing or incoming unknown numbers.

From the app description in the App Store:
"The iPhone version of Truecaller does not interact with incoming calls."

I'm trying to get caller ID (phone number or Call History) at the time of incoming call.
TrueCaller has implemented this and they get the phone number of incoming caller and call history also.
