Can't swap rescue email to user Id. Changed rescue to 3rd email address but it still won't let me make the swap

This is getting rediculous. I want to change my apple ID to the rescue email address I had set up. I changed the rescue email address to a 3rd email address that is not on apple anywhere and verified it. When I try to change the primary email to the rescue email I changed from it is still telling me that email address is my rescue address. It''s not and it's makig me insane. I logged off and back on after the rescue email change to the one that is not in apple anywhere. Can anyone help me with this?
