Exactly.

You probably have a second hand iPad that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

Don't post your email address (unless you like spam emails), these are user-to-user public forums, not iTunes Support nor Apple - I've asked the hosts to remove it.

You re-activate the phone using the id and password of the account that you were using in Settings > iCloud on it, no other account can re-activate it. Has your wife or friend tried : If you forgot your Apple ID - Apple Support ?

Or, and if you were the original purchaser of the phone (i.e. it wasn’t bought used), you could try going to an Apple Store (make a Genius Bar appointment if you do) or try contacting iTunes Support online (https://www.apple.com/emea/support/itunes/contact.html) and see if they can remove the phone from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it

Ask the person whose account it's locked to to remove the phone from their account.

To reset an account's password : http://iforgot.apple.com

If you can't reset the password yourself, try contacting Support and see if they can do so for you : Contact Apple for help with Apple ID account security - Apple Support

If your country isn't on that page : https://www.apple.com/emea/support/itunes/contact.html
