Is team viewer safe to use from Mac to a Windows PC? If a family member needed assistance and they had a virus, is that a potential threat to my system?

Macs are not affected by Windows viruses, so it is safe. You can use TeamViewer to give assistance to a family member if you want.
After using it, you may have Windows viruses (although I highly doubt it). Your Mac is not affected, but you can remove them by using an antivirus like Sophos or ClamXav
