On FaceTime I can see and hear the person talking but they can only see me, i.e. they receive no sound. Is this a fault of my new iPad Mini or is not set up correctly?

First, I would suggest restarting and resetting your iPad mini:
iOS: Turning off and on (restarting) and resetting

If these two options don't resolve your issue, then see page 119 in the iPad User Guide to Reset All Settings

Go to Settings > General > Reset, then choose an option:
Reset All Settings: All your preferences and settings are reset.
