It sounds like you may need to provide additional information before using your Apple ID on the iTunes Store.
Start with Step 10 in the "Creating an Apple ID on an iPhone, iPad, or iPod touch" section of this article for detailed instructions on setting up your iTunes Store account:

Tip: If you are trying to create an account using an existing Apple ID, like your iCloud email address, you will receive a prompt telling you that your email address is already an Apple ID. Simply tap Continue, and then tap Use Existing Account on the following screen.
- Next, you'll be required to enter your billing information. To choose a different Credit Card type, tap one of the available options, and then tap Done. You will not be charged until you make a purchase.
- Once you've filled out all of the fields for your billing information, tap Next.
You can also follow these steps on a computer to use your existing Apple ID with iTunes:
- Open the latest version of iTunes.
- Choose Store > Sign In.
- Enter your Apple ID and password and click Sign In.
- Click Review when asked to review your information.
- Enter your billing information.
- Click Continue after you enter your credit card and billing information. You can remove or edit your credit card information at any time. Learn more about updating your iTunes Store account information.
