Downloaded ringtone and can not find it.

If you downloaded it on your iPad, and you haven't deleted it, then you should be able to set to as alert sound via Settings > Sound. Or you can set it for a particular contact by going into the Contacts app and on the contact tap the Edit button at the top right of the screen
