I only have enough cash to get one or the other, Ipad mini retina 16gb cellular wifi or 32 gb wifi only, and I have unlimited data on my iphone so I plan to tether anyway, is there any other perks added to buying the cellular one if you just plan to tether?

The Cellular model gets a dedicated GPS chip.
But other than that, and if you plan to tether. the 32GB Wifi only version is a better choice.
You need cellular if you want GPS on your iPad, so you can get directions as your traveling. I don't know if tethering will accomplish that.
When tethered to the iPhone the iPad will use the iPhone's GPS location as a basis. So yiou don't really need the GPS chip on the iPad.

You could drop your iPhone plan and go VOIP on the iPad Mini (cellular)..
Works well if you are not a heavy telephone user..
