Q: No option for personal hot spot

Where is my personal hotspot button? It is no where to be found. How to I get it on phone? I have restored and so far have done everything I have found on web to do.

iPhone 5c, iOS 7.0.4

Talk with your carrier.
If it's not on the device, it's not part of your cellular plan.

That's what sprint customer service said. I just have no time to wait for 5 hours for them and be without a phone
